In Massachusetts, the local fire department must certify smoke and carbon monoxide alarms before most homes are sold. New Jersey requires a certificate covering smoke alarms, CO alarms and a portable fire extinguisher before a one- or two-family home is sold or leased. Busy departments can be booked weeks out.
